Arcelia is a Senior Associate at Ellul & Cruz. She was called to the Bar of England and Wales in July 2014 and to the Gibraltar Bar in September 2023. She is a versatile and diligent practitioner who has represented clients from a wide range of backgrounds with care and professionalism.
While practising in England, Arcelia concentrated on complex litigation and high-value claims, including commercial disputes, mortgage mis-selling, credit hire, and personal injury matters, particularly those involving catastrophic injuries. She acted for both Claimants and Defendants in technically demanding and fact-sensitive cases.
Her practice in Gibraltar is broad and litigation focused, encompassing dispute resolution, employment law, matrimonial (family) matters, and criminal defence. She continues to undertake selected commercial and private client work and is on the Gibraltar Legal Aid list.
Arcelia regularly appears before the Supreme Court of Gibraltar in complex hearings. In her administrative and employment law practice, she frequently represents employers and Public Bodies, including the Gibraltar Health Authority. She has also been involved in high-profile proceedings, notably the public inquiry into the resignation of the Commissioner of Police, where she acted for the Royal Gibraltar Police.
Arcelia is bi-cultural having been born in Venezuela and educated in England. She is bilingual in English and Spanish.
